I'd be VERY hesitant about using any of these types of utilities. They often do more than advertised, and slyly con you into adding more and more system management utilities that end up ruining your PC in the hope you will call their tech support line for a paid repair. FWIW, SpyBot not only keeps your system free of malware, but also offers a startup manager, however these things just tend to be a glorified interface with identical functionality to MSConfig.

Subject: Win 7 startup manager - recommendations?
Hello, WR-L-ers,
Iâm setting up a new Win 7 system, and would like to do more of it the âright wayâ. And Iâm thinking that using a startup manager instead of manual methods such as the msconfig interface would be a better way to go.
