This change is for app-based employment that includes rideshare, Amazon deliveries, and food deliveries.

As noted in this discussion, IRS contractors are not affected. The change responds to loose interpretations of freedom to choose work hours, pay, locations, means, and methods. App-based employment has rules for vehicles, it controls the choice of clients, and it essentially has quotas through rating systems for rideshare and time to complete work for Amazon and food deliveries. The Amazon app will penalize drivers who do not complete their deliveries in the time allotted, even if completing those deliveries in that time would result in reckless driving. There is no compensation for return trips after driving a person or making a delivery that is far away. No app-based employment allows an employee to negotiate pay.

IT contractors are not mistreated as bad as app-based employees.
