Thai instructional design

I've been tasked to estimate labor hours for a course giving a high-level
overview of a turn-key system to the Thai Supreme Command. This will be the
first international course that I've been a part of. Anyone out there have
recommendations as to how to adjust the estimated hours for
internationalization? I usually base my estimate on 20 hours of labor per 1
hour of instruction low end, 40/per hour high end. Most certainly I will use
the high end number, but do I need to adjust further for the fact that it will
be presented in not only another language, but to a radically different
culture?
All advice welcomed!
