I contacted IEEE about membership info a few months ago. Full membershp is
$102 (US) and new membership requires endorsement by a current IEEE member.
An alternative to full membership is to subscribe to the IEEE Transactions
on Professional Communication, which is $85/year for non-members. (For
full members, its $102 plus $15 for the subscription). The subscription
covers 4 issues.
