From an article in today's San Jose Mercury News:

The Language Assistance Act, a 1992 amendment of the
federal Voting Rights Act of 1965, requires that
jurisdictions with residents of limited English-
speaking abilities must have access to bilingual
materials......California voters passed an English-
only initiative in 1987, but it is superseded by
federal law.

Evidently the bilingual ballots have only been sent to those who
requested them in the past. This year all voters are getting
a Spanish-English ballot, except for Vietnamese voters, who
will get the Vietnamese-English version. (This is going to
cost Santa Clara County $337,869, which was the main focus
of the coverage.)
