For what it's worth, my copy of Microsoft's Windows Help Authoring
Guide (aka WHAG) has a section on RTF. This section consistently
refers to RTF as a "standard", and explicitly says that "...you can
use any text editor that generates RTF output, including
your own custom RTF editor, to create the source files that are
built into Help files."
How do you generate RTF with FrameMaker? Which version do you have?
I'm pretty sure that in the version we have (which I admit I almost
never use) you can't save to RTF.
