I prefer stating the goal and then the process of getting there. As a
user, I hate to read list of steps only to discover that it doesn't end at
my goal. It reminds me of the college test trick where the instructor tells
you to read the entire (long) test before answering any questions; the last
question says to only answer 1,2 and 5. I don't like user manuals to
mislead me.
