I've been down exactly the same path as your good self for the same reasons.
Using CorelDRAW! 4.0 I was able to create the required templates, import
existing graphic elements and create the necessary new ones quickly and
easily. The end results were, IMOSHO, great!
I used off-the-shelf stock for the jewel case inserts and the CD labels.
You'll need a steady hand and sharp scissors to cut out the labels. Makes a
nice break from writing!
