There is a simple answer to this problem, use the 24-hour clock.
Noon is 12:00 hours and midnight is 24:00 hours. You can be as accurate
as you want before or after these times, for example,
11:59:59.9999999999999999999...... or 12:00.00000000000000001
or 23:59:59.9999999999999999999...... or 00:00.00000000000000001
