Have you ever tried to use one with the graphics turned off? No
ALT text makes them unusable.
That's not a problem with imagemaps, that's a problem with the designer.
ALT text should be used in place of *every* graphic, and anything that
requires graphics must also have a text possibility. It's so simple and
easy to do that it's almost criminal not to.
