Even though the alt.publish.books newsgroup probably exists now, it appears
that your internet access provider does not carry that newsgroup. It is
necessary that you request that your internet access provider carry this
newsgroup. They may not be aware that the newsgroup even exists.
In fact, it's a shame that many internet newsgroup providers don't carry some
newsgroups. Either they're deliberately censoring the system (which I'm not
surprised that they do) or they don't have enough space on their servers to
carry all the newsgroups they know about. In most cases, they only carry the
most popular ones. The entire newsgroup entity (all the newsgroups) are
still not working like they should. There are literally thousands of
messages out there that get lost every day. Some internet service providers
are to blame, and other problems are as mysterious as the Word macro virus.
