Either they're deliberately censoring the system (which I'm not
surprised that they do) or they don't have enough space on their
servers to carry all the newsgroups they know about.
You hit precisely the reasons why 90+% of the news servers *won't* carry all
of them.
When we first brought up the newsgroups here, we carried them all. The
volume was tremendous, and we found we only had the space for about a week's
worth of posts. (This was years ago. Now, we'd barely have the space for a
day or two on that system.) Then one of the VP's wondered why a server at
his place of business would carry information on alt.sex.bestiality. There
was no rational way to explain it, so it was quickly decided that only work-
related groups would be carried.
Trouble was, no two people had the same definition of work-related, so after
a long melee, it was decided that only the comp.* and sci.* groups would be
carried. Since then, traffic has grown so much that the news groups have
been pared down even farther. Unless you have the bucks for huge investemnts
in hardware, you *can't* carry all of USENET. It's just too bl**dy big.
