Surely this doesn't mean that federal laws are being violated.
Are certain uses illegal (such as calling yourself a PE when you haven't
obtained certification) in all 50 states? Do all 50 have licensing procedures
for engineers in the relevant categories (which I take to exclude railroad
engineers)?
