It needn't, of course, but having all chapters begin on a right facing
page makes it ever so much easier to browse for the material you're
looking for. Then again, maybe I'm anal retentive. Unless a procedure
requires more than one page I never let it cross a page break. Again, it
makes it easier to browse for specific information and if the document is
photocopied, the end of a procedure is less likely to be misplaced.
