Since you have to duplicate everything anyway, you might consider issuing
it as a series of much smaller documents that cover one complete task each.
Smaller documents are less intimidating and more likely to be used since
it's easy to locate the information you need.
For instance, to carry on the nursing example, issue one booklet for giving
injections, another for taking blood samples, another for measuring and
recording patient temperature, and another for hanging an IV drip. If at
some point a procedure may be used independently and at another it may be
used in conjunction with another, issue it as two booklets but inside the
front cover list all the meta-procedures that may use the task.
