The situation being discussed is not confined to tech writers. I
have heard a lot of complaints from engineering managers bewailing
nearly the same thing - non-technical engineers!! Especially in the
case of Mechanical Engineers. A brilliant ME can still be next to
useless if s/he has not developed or been blessed with some
mechanical common sense. Certainly true with tooling and industrial
engineers as well.
The whole situation is too complex to be described solely on a basis
of education and/or "experience."
