If you plan on using HTML Help be warned that every end user MUST have Internet Explorer installed on their PC. Thank Billy Gates for that one!
I think your best bet is to use good ol' HTML... you can program a call to a new browser window within your application for viewing the Help. Also, you can try to use a small segment of the application as a text field for populating with context-sensitive content when needed.
Your programmers/Web authors should have no to lottle trouble in doing these things.
