I fail to see this as an "old-boys network" in any way. To me it sounds like
Garret simply performs what amounts to constant interviewing. Rather than
waiting until he needs to fill a position and then trying to gather a lot of
information about an individual during a 30 minute interview, he simply gathers
information as he goes through life by meeting people and attending "extra
meetings every month." In this way, by the time a position opens, he has
already interviewed dozens (hundreds?) of potential candidates, but has
actually spent *more* time learning who has the appropriate qualifications than
he would in a standard interview process.

I have the opening approved. The interview then consists mostly of "How are
the kids?" This involves going to a lot of extra meetings every month,
having lunch with old friends and new acquaintences, and putting a little
effort into staying in touch. But at least I don't have to ask a perfect
stranger about their innermost fears and inadequacies.<<<<<<
