Having read previous answers to similar questions, I believe you will find me
to be in a minority, but I think Publisher does a fine job. I have used Ventura
Publisher and Quark Express professionally, so I realize that MS Publisher
leaves something to be desired when compared to a "professional" DTP program.
However, considering its very affordable price, ease of use, and capabilities,
I think very highly of it and use it exclusively for my own personal and
business use.
Considering your situation, I believe that Publisher will do a much better job
for you than Word, and it will cost you less (<$100) to buy than it would be
for your friend to buy Frame. I would also think that it will be a lot easier
for you to come up to speed on Publisher than it would be for him to learn
Frame.
