Brad is right to ask why it has to be one or the other. Having gotten some
basic experience with Quark doing advertising freelance work and then
promptly moving into techwriting and the wide world of Frame, I cannot even
imagine trying to do what I do now with QuarkX. If your superiors are
asking for one and not the other because your graphic artist also does some
writing and/or helps you build the manuals, I believe that some objective
study on the part of your artist or your superiors would quickly reveal
that whatever graphic or layout advantages QuarkX may present, the ability
to build a publication in Frame (unless you know something about QuarkX
that I don't) would totally befuddle QuarkX. Whatever evil spirits have
persuaded your artist that QuarkX will build better technical documents
should be easily overcome by a)comparing QX and Frame from a strictly "what
they can do" standpoint with him or her and b) getting some sample work
from people who are using Frame to its max potential. Buy Frame. Be
happy.
My opinion, which I am hard-pressed to believe is worth a full two cents,
