Yes, the bottom line is cost. However, the cost consideration is not only that
of the producer, but the consumer as well, whether that consumer is another
business or the final home consumer. Given a choice between higher product cost
to cover the additional expense of documentation with localization beyond basic
language, I can think of very few examples in which the consumer would be
willing to pay more for localized documentation. To save money, the consumer
would rather bear the language "oddities."
