My Web site has a long list of sites that offer royalty-free clip art. (I'm
not sure how many of them offer photographic art.) Go to--
"Mary's Tips on Designing Web Sites" http://www.superconnect.com/marystips
Click on the Graphics menu tab, then scroll to near the bottom of the page
and click on a link called "clip art collections."
This is probably the most extensive list of clip art sites you'll find.

I don't know what kind of photography you're looking for, but you might
check out http://www.eyewire.com/. This site offers a good variety of
professional photos for about $20 each. They come in JPEG format.
