I don't find one easier than the other.
You can download Adobe PDFMaker for Word 97 from Adobe's Web site, which
will let you convert Word docs to PDFs by, literally, pushing one button.
You can customize Distiller settings, set specific styles to convert to
bookmarks, make TOC entries and cross-references clickable, turn comments
into notes, and more.
I've only converted Frame docs to PDF using Frame 5.5+SGML; there, it was
just a matter of saving the file as a PDF, and defining which paragraph tags
would become bookmarks. TOC entries and cross-references (I think), were
clickable. I never needed to get into more detail, so I don't know about
turning comments into notes. The Distiller settings weren't customizable
from within Frame.
Long story short: I generally found Adobe PDFMaker for Word 97 more
customizable, but I never had to use Frame's Save As feature under the same
diverse conditions as PDFMaker, so I might be a little off. Once
customized, both are staggeringly painless.
