Selecting the graphic and the callout and grouping them was my first
thought, too, but Word won't seem to let me do that. It treats the items as
though they're two separate types of files.
This would be ideal. Any one else know what I'm doing wrong?

Karen, select the graphic, then hold down the shift key and click on the
callout(s). Both the graphic and the callout (also another graphic,
actually) will both be selected. Then right-click and select
Grouping/Group. The collected graphic elements now become all one big
graphic. It may still pop around on you (taking off Move with Text helps)
but they will at least all move together.
Cheers!
