I remember having problems with blank pages from Word section breaks coming
across into PDF, when we were using PDF Writer. We'd simply insert blanks pages
into the PDF using Acrobat. Dont know if the problem exists with Distiller.
I guess, if having header/footer information on a blank page isnt a problem, you
could "force" a blank page using a page break, but that's also a kludgy
workaround, not a real solution.
