RE: Translation: simplified English or controlled language tools such as MAXit
just curious: how does the translator compensate for the cost of the
translation memory system? and the time invested to master it?

i must say i was rather flabbergasted to see this reply. i've been in the business since the 1970s - and have yet to meet a translator scramble to underquote the competition radically. we want to make a living too - and preferably a decent one, if not a good one, just like tech writers, i should think.
after a while, the light bulb appeared: steve, these are not translators underquoting radically - they are translation agencies who have been sold a tool under the premises that they will "save money" and pay less for translations (ie pay translators less).
think about it. someone creates a tool to make technical documentation cheaper. or, to spell it out - to pay tech writers less. you tech writers have to spend a good $500 to $1000 for it; take the time to learn it and use it effectively. and then your companies. your agencies, your clients can all pay you less.
i'm sure you will all be happier radically underquoting each other too. or?
