According to the dictionary, "right" means:
Conforming with or conformable to justice, law, or morality
Under federal law, an unemployed person has the right to file for
unemployment. Therefore, the filing is a right. Whether or not money is
granted to an applicant is a legal decision, not a right.
By the way, you mention "education" as a privilege. I don't know where you
are, but in the State of Washington, our constitution makes a basic
education (defined by the courts as K-12) a right for every citizen.
