How would you develop a documentation process that can assess the
relevance, value, accuracy, and clarity of a set of complex instructions
and automatically reject information that fails to meet these critera?

YOu can't.

A process is only as useful and effective as the people using it and the
information processed. The most ingenious plan in the history of humanity
is a total waste if it is not used properly or fed incorrect data.
