Here in Japan it seems to be mixed, but it is probably more common to base
it on the target language.

Target-based charging has the advantage of being able to use the word
processor's word-count function. If you only have a hard copy for a 50-page
job, you can only estimate the number of source words (or characters for
Japanese).

Source-based charging has the advantage of less surprises, because the
source is available from the beginning, and doesn't (or shouldn't) change.

Either way, it's a good idea to get these things sorted out before you start
any job.
