AFAIK, the admin fee for COBRA is supposed to be only a couple of percentage

COBRA is a federal law, and is the baseline. Some state laws may offer more
favorable COBRA provisions (Cal-COBRA is a notable example, which extended
COBRA availability down to employer groups under 25), but none can be less
favorable.

Again, COBRA may be convenient to elect, but it is not a permanent solution,
and may not even be the most attractive short-term alternative. What's nice
about COBRA is that you can also carry over your dental coverage, which can
be a boon if you're in the midst of work. Also, group dental plans, unlike
personal medical plans, are universally better than personal dental plans.
