What they're probably doing is obtaining the free trials of RoboHelp. I used
one of those free demos this summer for a class at the U of MN. I still get
those offers in the mail from RoboHelp. I imagine that whomever is running
that little scam outfit has a number of copies. Funny thing is that it is a
short time gig.
