EVERY software that goes out has bugs in some way shape or form and release
notes are there to take care of fixing them. Apology is redundant. Just
address the situation with the least amount of fuss possible and go on to
the next issue.

Apologies seem like a nice thaught. However, I do not think it is
appropriate. Release notes usually go straight to the point, they very often
contain bugs and fixes and nobody ever apologies for bugs. Apply the same to
necessary "uninstallation". It is not so unusual to have to uninstall older
versions.
