Because HTML help cannot be viewed on a computer that doesn't
have Internet Explorer installed on it. Apparently, the client in this
case is uninstalling IE because it doesn't want users browsing the
web on the systems.

Question: Why does it have to be WinHelp if it's being
served on a XP machine? Why not use HTML Help, and let
Windows supply the viewer (which, on a XP box, would
look XP-ish)?
