A good process does not necessarily yield good results.

IMHO, a process that does not consistently yield good results (or at least results that are intentionally sub par, such as when everybody agrees that there is not enough time to do a proper job), is not a good process.

By which measure could a process be called 'good' that does not determine the quality of the result?

Consequently, if writers employ processes but fail to produce acceptable results, they do by definition not employ the right process (or fail to follow their process): For example, the process might focus solely on formal criteria, with insufficient regard to objectives such as factual correctness or suitability for the audience.
