Go nuts, have a great time! Sounds like a fun project!
It seems they want you to plan out how to implement a
KB, which is very cool. Scope out your requirements,
existing infrastructure, general costs, deployment
plan, and maintenance. Write it all up, then present
it.
You should be psyched that a year into your employment
they ask you to do something this rewarding.
