Offshoring was happening, but the infrastructure and management model wasn't in place and comfortable
It was, too - just in other industries. For example, if I remember correctly, the last TV factory in the US closed some time in the early nineties. Globalization just has arrived later for tech writers than for manufacturing.
The outcry, though, is about the same, the arguments are about the same, and - I suspect - the effect will be much the same: Maybe a little protectionism can be had for a while, but in the end, all the protests won't matter: In the long run, jobs go where acceptable quality can be had for the lowest price.
