I would wonder if the market for the product has changed. If it has, no
usability study is necessary. What is necessary is a re-architecting and
redesign of the interface. If it has moved into the late market and controls
need to be sublimated an architecture is critical, because it the interface
will change constantly until end of life for the product.

Instead of doing a usability study against the help, why don't they just do
a usability study against the product. If they redesign the interface the
volume of help should decrease.
