Fortunately for those who use Frame, Dan, this "wanting them to stay near the text reference" is why Frame has the concept of "anchored frame." A graphics frame is "anchored" to the particular text, and changes position with it as the text expands and contracts through multiple versions or edits.
While you've got your head bowed, unless you're doing a magazine or such, you might as well pray that you can change to Frame! (Or, at the very least, to InDesign...)

Quark is my layout tool here, but the same basic rules apply. However, I do
like to embed little dialog boxes (y'know, where you click on OK, or yes or
whatever) in the text. Rather than make them separate figures, I just embed
them so they stay near the text reference. But all the main figures are
linked files.
