David is correct.  Neither troff nor nroff (or runoff, the predecessor
of them both) are "an XML tool for text processing."  runoff was
developed before both XML and SGML, and its syntax and goals are 
entirely different.   The only link between them is that they are both
markup languages.  But then so are scribe and TeX, neither of which
are XML tools for text processing either.
