I think all you need to do to prove that this statement is false
is try to work with the PDF-based help that comes with Adobe
Acrobat itself. It's "usable" in that you can eventually find the
information you need to make the product work somehow, but
it's nowhere near to having the same "functionallity" as an HTML
or .chm helpfile. I'd even rather have Winhelp than PDF for
any program I need to use.
There is a reason why Acrobat is the only application that uses
this approach for online help.
