Speaking of HATs, we looked for a bit at the DITA XML tool set from IBM. We also need robust printing solutions as well, but if I were largely focused on online help the DITA tool set is superb (and free). From a single source, one can easily output:

HTMLHelp
Eclipse Help
JavaHelp (and Oracle Help)
HTML webs
XHTML webs

The PDF creation capabilities are a bit limited, but they are there.
