If you're using MS Office, InfoPath is an excellent option - you can
create a form literally from the existing database. Check out more info

I need to have engineers populate a database or table some whose fields
are multi-paragraph text. Does anyone know of an application that
provides a convenient (perhaps form-like) interface for doing this?
Excel is ok but not great.
