I have not used WinCHM, but I have used Help & Manual. It is fairly easy to use,
is able to output to a variety of file types (print and on-line), and can import
existing HLP or CHM projects. Doc-to-Help and Help & Manual both offer trial
installations, so you can download both and do an evaluation. You might find that
D2H is worth the additional $$ based on your needs.
Microsoft's HTMLHelp Workshop basically provides you with the help compiler
(which all off-the-shelf help authoring tools use) and a way to create a TOC &
Index. You will still need a tool to create your HTML files. It's a great
troubleshooting tool, but unless you *really* enjoy coding HTML by hand, I
wouldn't recommend it for production work :)
