Although this doesn't fit the category of regular help authoring tools, I
recently saw Wordpress being used as a help authoring tool for a Realty
organization. http://realtor411.tampabayrealtor.com/. It requires a bit of
code tweaking, but I predict that within a couple of years, some wordpress
enthusiast will develop a plugin that will make it easy to author help
content. Wordpress is totally free, supports reuse and enables
interactivity, not to mention a ton of other features.
