Seems to be an RH specific thing -- something to do with the
javascript they are using to provide formatted popups.
I have the same CHM file compiled with Doc-To-Help, AuthorIT,
Help & Manual, HyperText Studio, and RoboHelp. I can reproduce it
in RH fairly easily, but not in files created with the other tools.

If you look at the code around Line 1564, the function is determining
the width of the popup window by sizing the window, looking for a
scroll bar, and then resizing to one size larger so there is no
scrollbar. I suspect you are trying to resize the window when it's
being resized :) [and no, I didn't dig into the code that deeply, but
the js is well-commented]
Your options are "don't do that", or use non-formatted text only
popups. (thus, no javascript would be running). Or, use a different
tool ;)
Rather than revert to plain vanilla popups I'd just say, if someone
double-clicks, bummer :)
