In an attempt of self-promotion, I dare suggest Central and Eastern
Europe as a strong market.

Communication Professionals in Poland). Our scope currently is Poland,
but we might expand the the whole CEE region and we already stay in
touch with writers from Latvia and Czech republic.
Quite a few US citizens are working in Tech Writing here, very often
in US companies. I even know of a strange situation where a writer
based in Chicago was laid off due to offshoring efforts, got hired in
Poland and now is still working from Chicago office, technically being
hired by PL department (albeit at a financial loss).
CEE region is open to all workers from within EU, for US citizens, you
need to obtain visa first and some unfavourable rules might apply
(such as no qualified person from within EU for that position).
