I think that's more of a reverse Dutch auction. The auctioneer announces an amount and sees how many raise their hands. Then he keeps dropping the amount until there's only one hand raised. I've actually seen this sort of thing done on street corners where housing contractors are picking up day laborers; I think it's pretty disgusting in any field.
Actually, yes I think we can and should blame people who do this sort of thing. This is demeaning to the employee and dishonorable for the employer. Bargain hunting is one thing but this is an entire order of magnitude less reputable.
