Summary:
Fred's answer is the workaround.
I still believe that Adobe aught be taken to task (or to court!) over
the Distiller issue. Other than that, thanks to everyone who contributed
to this thread, which we can close.

I can't speak specifically to the behavior of FrameMaker 10 and
Distiller X, because our pubs group is still using Framemaker 8.0 and
Adobe 9.0 Pro. But in every older version of FrameMaker printing to the
Adobe PDF printer has always worked and has always preserved bookmarks
and hyperlinks as long as you remember to explicitly enable the Generate
Acrobat Data option, which is disabled by default for print operations.

PDF? It's long-standing advice in the FM world that if Save As PDF is
causing problems, try setting your printer to Adobe PDF and printing to
it. If it still doesn't work, set your printer to Adobe PDF, print to a
Postscript file (extension .ps), and then open that file with Distiller.
