This subject does not seem very OT, since we are all writers of some sort here.

WordPress, Drupal, and Joomla are all good options, if you want to host things on your own site. WordPress also hosts a blogger option, https://en.wordpress.com/signup/. Blogger.com is now a Google product, https://www.blogger.com/signup.g.

The magazine side of this list, http://techwhirl.com/, is run with Wordpress. I prefer Drupal, but my sites are down until early- or mid-March.
