Documentation tasks used to be much less concentrated, with more people and more specialization. There were writers, editors, illustrators, page layout designers, camera operators, typesetters, etc., etc. Then technology started consolidating tasks and and staff, and eventually we ended up in an environment where one "senior technical writer" was handling everything, in some cases right down to sending the source files to a print on demand vendor.

Sounds to me like someone is trying to advance the idea of specialization again. If they can sell the idea to corporate management that still often doesn't even want to spend money on documentation at all, I'll be very interested in hearing how they do it.
